PROVIDENCE, R.I. (AP) ? People queuing up for Mega Millions tickets aren't the only ones salivating over the record $540 million jackpot that could be won Friday ? some state governments struggling through lean times know a hometown winner would bring a tax bonanza.

Taxes on a lump-sum payment option to a single winner could mean tens of millions of dollars of badly needed revenue that could go to restore entire social service programs on the chopping block, pay for hundreds of low-income housing units, forestall new taxes or hire more state troopers.

So many tickets have been sold that the jackpot climbed Thursday to the largest in U.S. lottery history, according to officials in Rhode Island, one of 42 states where Mega Millions is played. If a lone winner took the lump-sum payout on the jackpot's current amount, it would be an estimated $389.8 million.

"I'd love it if a Rhode Islander wins," said Rep. Helio Melo, the chairman of the House's Finance Committee.

In Rhode Island, when the tax man comes calling for his 5.99 percent, that would mean an estimated $23.3 million, forked over in a single payment.

Ohio's share of the lump-sum payout would be $23 million, hardly pocket change but still a fraction of the state's $56 billion two-year budget.

"We're not holding our breath waiting for a tax windfall for the state, but we will always root for Ohio and Ohioans and hope lottery luck comes to a Buckeye," said Joe Testa, the state's tax commissioner.

In Montana, lawmakers already could have an excess of $500 million to work with when they write a budget in 2013. Another $50 million or so from tax collections on an in-state Mega Millions win would be icing on the cake.

State Sen. Dave Lewis, a former Montana budget director who now leads the Finance Committee, said he would use his influence to make sure the windfall is used for one-time spending, such as on buildings and infrastructure.

"I just bought a ticket," he said. "I hope it's me."

Rhode Island already has a tax windfall coming its way from two recent Powerball wins. An 81-year-old Newport woman won the Feb. 11 jackpot worth $336.4 million, and the winning ticket for $60 million jackpot on March 7 was sold here.

The Rhode Island Association of School Committees has asked the state to use the $17 million for technology and wireless Internet in schools. That would be in place of a $20 million bond.

Gov. Lincoln Chafee has said the state, which is facing a $117 million budget shortfall next fiscal year, can't rely on those lottery winnings ? and, of course, no state can. But his director of administration recently weighed in, saying of the tax payment: "We're happy to collect it."

Officials: White House offers to curtail drones

WASHINGTON (AP) ? In a bid to save the CIA's drone campaign against al-Qaida in Pakistan, US officials offered key concessions to Pakistan's spy chief that included advance notice and limits on the types of targets. But the offers were flatly rejected, leaving US-Pakistani relations strained as President Barack Obama prepares to meet Tuesday with Pakistan's prime minister.

CIA Director David Petraeus, who met with Pakistan's then-spy chief, Lt. Gen. Ahmed Shuja Pasha at a meeting in London in January, offered to give Pakistan advance notice of future CIA drone strikes against targets on its territory in a bid to keep Pakistan from blocking the strikes ? arguably one of the most potent U.S. tools against al-Qaida.

The CIA chief also offered to apply new limits on the types of targets hit, said a senior U.S. intelligence official briefed on the meetings. No longer would large groups of armed men rate near-automatic action, as they had in the past ? one of the so-called "signature" strikes, where CIA targeters deemed certain groups and behavior as clearly indicative of militant activity.

Pasha said then what Pakistani officials and its parliament have repeated in recent days: that Pakistan will no longer brook independent U.S. action on its territory by CIA drones, two Pakistani officials said. All the officials spoke on condition of anonymity to discuss the sensitive negotiations.

Pasha went further, saying Pakistan's intelligence service would no longer carry out joint raids with U.S. counterterrorist teams inside its country, as it had in the past. Instead, Pakistan would demand that the U.S. hand over the intelligence, so its forces could pursue targets on their own in urban areas, or send the Pakistani army or jets to attack the targets in the tribal areas, explained a senior Pakistani official.

The breakdown in U.S.-Pakistani relations follows a series of incidents throughout 2011 that have marred trust ? from a CIA security officer who shot dead two alleged Pakistani assailants, to the U.S. Navy SEAL raid that killed Osama bin Laden in May, to the border incident where U.S. forces returned fire they believed came from a Pakistani border post, killing 24 Pakistani troops. The diplomatic fallout has led to the ejection of U.S. military trainers who'd worked closely with Pakistani counter-insurgent forces, slowed CIA drone strikes, and almost halted the once-common joint raids and investigations by Pakistan's intelligence service together with the CIA and FBI.

Pasha's pronouncements were in line with the Pakistani parliament's demands issued last week that included ceasing all U.S. drone strikes as part of what Pakistani politicians call a "total reset" in its relationship. Pakistan's parliament last week demanded cessation of all unilateral U.S. actions including the drone strikes.

Other US officials said no such concessions were offered to Pasha, and insisted US counterterrorism actions continued as before.

The hardening positions on both sides set up a potentially rocky meeting ahead between Obama and Pakistani Prime Minister Yusuf Raza Gilani in South Korea on Tuesday, on the sidelines of the Nuclear Security Summit. President Asif Ali Zardari met with special representative to Afghanistan and Pakistan Ambassador Mark Grossman in Tajikistan this week, and Central Command chief Gen. James Mattis is headed to Pakistan in April.

Complicating efforts to restore relations are the demands made by a Pakistani parliamentary committee.

A personality change at the top of the Pakistani Inter-Services Intelligence is another wrinkle, with Pasha now replaced by Army Lt. Gen. Zaheerul Islam officially last week, a senior U.S. official said. While Islam has spent time studying at U.S. military institutions, and once served as deputy to the ISI, he is a mostly unknown quantity to U.S. officials. The staff change was not anticipated when the January Pasha-Petraeus meeting took place, both U.S. and Pakistani officials said.

The diplomatic furor threatens to halt the CIA's drone program, which in the last eight years, has killed an estimated 2,223 Taliban, al-Qaida and other suspected militants with 289 strikes, peaking at 117 strikes throughout 2010, reducing al-Qaida's manpower, firepower and reach, according to Bill Roggio at the Long War Journal website, which tracks the strikes. U.S. officials say his figures are fairly accurate, though they would not give more precise figures.

The strikes have markedly slowed to only 10 strikes in the opening months of this year, with the last in mid-March, Roggio said. That puts the program on pace for a total of 40-50 strikes for the year, less than the year before.

Roggio says the strikes so far this year seem to back up that report: out of the 10 strikes, two killed high-value targets, and another strike killed three mid-level Taliban leaders, with no large groups reportedly targeted by any of the drone's missiles. In previous years, an average of only 5 percent to 10 percent of targets were deemed high value, with larger numbers of foot soldiers and a much lower percentage of commanders among those hit.

U.S. officials took issue with the interpretation that signature strikes had ceased, adding the "U.S. is conducting, and will continue to conduct, the counterterrorism operations it needs to protect the U.S. and its interests." The CIA offered no official comment.

Other U.S. officials said no such concessions were offered, and insisted US counterterrorism actions continued as before.

In his opening salvo to keep the program going, Petraeus offered to give his Pakistani counterpart advance notice of the strikes, as had been the practice under the Bush administration, which launched far fewer strikes overall against militant targets.

The U.S. had stopped giving the Pakistanis advance notice, after multiple incidents of targets escaping, multiple senior U.S. counterterrorist officials say. U.S. intelligence intercepts showed Pakistani officials alerted local tribal leaders of impending action on their territory, and those leaders oftentimes in turn alerted the militants.

Petraeus also outlined how the U.S. had raised the threshold needed to take strikes, requiring his approval more often than in the past, the U.S. official said.

Pakistan's military wants to go back to the "Reagan rules ? the way the CIA operated with the ISI against the Soviets" inside Afghanistan, says former CIA officer Bruce Riedel, of the Brookings Institute. "We give them a big check, and they make every decision about how that is spent. Minimal American footprint in country, or involvement in actual fighting the bad guys."

"We cannot trust the ISI to fight this war for us," after finding bin Laden in a Pakistani military town, "showing the ISI was either clueless or complicit," Riedel said.

Updated 2:33p.m. ET: LONGMONT, Colo. ? Two small planes crashed within minutes of each other in Longmont on Friday, killing at least two people, authorities told local media.

The Longmont Times-Call reported?the planes collided in the air over the southeast part of town, sending one?aircraft spiraling to the ground and the other clipping a power line before crashing near the airport west of town.

Longmont Police Cmdr. Tim Lewis was quoted by KMGH-TV?as saying the planes crashed seven miles and five minutes apart. FAA spokesman Mike Fergus?told The Associated Press?the crashes were being investigated as a possible midair collision.

Lewis said at least two people died in one of the?planes, a Cessna Skyhawk.

Authorities said the other plane, a single-prop aircraft,?clipped a power line before it came down. The pilot, a woman, was the only person aboard, according to the Times-Call. She survived and was taken to a hospital, the newspaper said.

Kim Johnson, a private pilot who was bicycling along an area road, said he heard one of the planes ?throttle up? before the crash. He said that plane was missing part of a wing when it hit the ground. The other plane appeared to be missing one of its wheels.

The identities of the dead people weren?t immediately known.

U.S. Tuberculosis Cases Hit Record Low, CDC Says

THURSDAY, March 22 (HealthDay News) -- Tuberculosis rates fell to an all-time low in the United States in 2011, but the disease continues to disproportionately infect racial and ethnic minorities, those who are foreign-born and people infected with HIV, federal officials reported Thursday.

In all, 10,521 tuberculosis (TB) cases were reported in the United States in 2011, a 6.4 percent drop from 2010 -- to 3.4 cases per 100,000 people. Still, infection rates were seven times higher for Hispanics, eight times higher for blacks and 25 times higher for Asians than for whites, the researchers found.

"Despite the fact that TB is declining it is important to be vigilant about TB and the hardest-hit communities," said report co-author Dr. Gloria Oramasionwu, an Epidemic Intelligence Services Officer with the U.S. Centers for Disease Control and Prevention.

"But, if TB control measures aren't maintained here and internationally, there is a possibility we could see an increase in TB," she said.

Asians now have the highest number of TB cases, surpassing Hispanics, according to the report published in in the March 23 issue of the CDC's Morbidity and Mortality Weekly Report (MMWR).

The study, released to coincide with World TB Day, also found that the TB rate was 12 times higher among those born outside the United States.

Tuberculosis is caused by germs spread through the air from person to person. It typically affects the lungs, but can also target other organs and body parts, such as the brain, the kidneys or the spine. Left untreated, the disease can be fatal, according to the CDC.

Typical symptoms include feelings of sickness or weakness, weight loss, fever and night sweats. Symptoms of TB disease of the lungs also include coughing, chest pain and coughing up of blood, the agency said.

TB is of particular risk to people with HIV. Some 8 percent of people with TB are also infected with HIV, the CDC noted.

Drug-resistant TB is a worldwide problem, representing about 1.3 percent of all cases of TB. In 2010, 109 cases of multidrug-resistant TB were reported to the CDC, as were four cases of extensively drug-resistant TB reported in 2011, Oramasionwu said.

To prevent an increase in drug-resistant TB, a better test to diagnose it is needed, so treatment can begin quickly, Oramasionwu added.

For people with drug-resistant tuberculosis, it usually takes 18 months of treatment with drugs that are more toxic, less effective and more expensive than the drugs used to treat drug-sensitive TB, the CDC said. For regular TB, treatment usually lasts about six months.

Although the decline in TB cases continues, the CDC had hoped to eliminate it by 2010.

"Our goal is to eradicate TB," Oramasionwu said. "We are not there yet. If we continue doing the same things we are doing currently, we are not on track to eliminate TB before 2100," she said.

Eliminating TB is defined as no more than one case per 1,000,000 people. But, the current rate is much higher than that. When the elimination goal was set in 1989, the impact of HIV and drug-resistant tuberculosis wasn't taken into account, according to the agency.

The CDC wants to increase its efforts to shorten the time to reach that goal, Oramasionwu said. To do this, better diagnosis and treatment are needed. she added.

"We didn't get where we wanted to in eliminating TB," said Dr. Gordon Dickinson, a professor in the Division of Infectious Diseases at the University of Miami Miller School of Medicine and the Miami VA Medical Center.

"That's because we are a nation of immigrants," he said. "While we have lowered the rates of TB among those born here, there is still a significant rate among those who come here."

In fact, 62.5 percent of people with TB were foreign-born, Oramasionwu said.

"There is good news and bad news in the TB world," Dickinson added.

The bad news is there is a growing number of drug-resistant TB cases in various hotspots around the world including Eastern Europe, Asia and Africa, he said. "This is particularly alarming and of concern because the current treatments used to treat latent TB don't treat these strains," he said.

"The good news is there is increasing emphasis worldwide on TB, and that's beginning to pay off," Dickinson said. In addition, there are drugs under development that will be an important for treating TB, he said.

In another study in the same issue of MMWR, researchers report on a large outbreak of TB among homeless people in Kane County, Ill.

"Despite the overall decline of TB in the Unites States we continue to experience outbreaks," report co-author Dr. Krista Powell, a CDC Epidemic Intelligence Services Officer, said. "Although we have made progress to eliminate TB we need to retain the ability to respond to outbreaks."

The outbreak occurred in 2007 to 2011 in a homeless shelter. As of September 2011, there were 28 cases among people who had spent a night in the shelter, the CDC reported.

"TB outbreaks among homeless persons are particularly problematic, because it can be difficult to locate or contact these individuals in order to evaluate and provide the lengthy treatment to those who need it. Additionally, certain factors common in this population, such as alcohol use and congregation in crowded shelters, can increase TB risk," the agency says.

In this case, drinking at two bars was also linked to the outbreak, indicating the disease was not just spread at the shelter, according to the report.

The outbreak may be ongoing, Powell said. "The last case that was identified for this outbreak was in December 2011," she said.

Chevron accused of 'environmental crime' in Brazil

Federal prosecutors in Rio de Janeiro on Wednesday accused US oil giant Chevron and 17 executives of "environmental crime" in connection with a major spill off southeastern Brazil last November.

The country's national oil regulator estimates that 2,400 barrels of crude were spilled in the accident, which led authorities to suspend all of Chevron's drilling operations and to deny the company access to huge new offshore fields.

The US firm rejected Wednesday's charges as "outrageous and without merit" and vowed to defend itself and its employees.

The prosecutors said in a statement that it was charging "Chevron, oil drilling contractor Transocean and 17 executives with environmental crime and damage in connection with the oil spill."

George Buck, the president of Chevron's Brazil unit, and three other company officials "sought to frustrate the work of the prosecution by presenting a misleading emergency plan," and by "altering documents shown to the authorities," it is alleged.

Prosecutors called for a "freeze on all assets of the accused, including 11 senior officials and employees from Chevron and five from Transocean," and an environmental expert. A judge will decide if the executives are to face trial.

"The charges are based on conclusions of the police investigation into the November 7 2011 accident which occurred because the accused did not respect safety procedures," state prosecutor Eduardo Santos de Oliveira told reporters.

The oil spill "affected the entire maritime ecosystem, which could lead to the extinction of species, as well as the region's economic activities, in addition to damage caused to the state," he added.

The prosecutors called for payment of bail of $550,000 for each person accused and $5.5 million for each company.

"These measures aim to ensure that the accused, most of them foreigners, do not leave the country. The sum for the fines will not be returned and will be used to pay for the damage caused," said de Oliveira.

The prosecutor said the sentences sought "include up to 31 years and 10 months" for five of the 17 accused, including Buck.

"These charges are outrageous and without merit," Chevron said in a rebuttal.

"Once all the facts are fully examined, they will demonstrate that Chevron and its employees responded appropriately and responsibly to the incident. Chevron will vigorously defend the company and its employees."

Chevron said it has collaborated "transparently and completely with all the appropriate Brazilian government authorities."

It provided "relevant information" and "timely transportation to the incident site for several National Petroleum Agency officials, federal police officers and other authorities."

"There is no technical or factual evidence demonstrating any willful or negligent conduct by Chevron or its employees associated with the incident," the US firm added.

Earlier Wednesday, Carlos Minc, the environment secretary, accused Chevron of "unprofessional conduct" and said he favored barring the oil company from operating in Brazil until it pays for recent spills at the Frade field it operates off the Rio de Janeiro coast, including a minor one earlier this month.

He said there would be "no impunity" for foreign oil companies operating in Brazil and "we must set an example with Chevron."

"If (foreign) firms have the best technology, take all the precautions, they will be welcome, if not they won't be," he told reporters.

To date, the US oil giant has not paid "a single cent" for two fines totaling $54 million imposed after the November spill, Minc said, announcing new measures requiring companies to disclose the main conclusions of their geological studies.

Brazilian President Dilma Rousseff, meanwhile, stressed the "importance of oil" for this booming South American country, which is already the world's sixth largest economy.

"Companies which will come to operate and those already here must know, without exception, that existing safety procedures are meant to be respected," she warned in Rio during the inauguration of the new head of the National Petroleum Agency.

Jon Hamm's Don Draper seemed happy at the end of last season. But what about now?

There?s a stunning moment in the season four?finale of ?Mad Men? when Don Draper smiles after announcing to the office his impulsive engagement to secretary Megan.

Jon Hamm, who plays the dashing ad man,?told?TODAY.com that even he had doubts about that scene until the viewing party at the 21 Club in New York City.

?I hadn?t seen it and (creator) Matt (Weiner) will sometimes surprise you with the edits. I thought maybe he would make it all seem like it didn?t happen, like a dream sequence,? Hamm said. ?So watching it in a room full of people, when Don proposed to Megan there was an audible gasp. So it worked.?

So has the tragic Draper finally found happiness in the eagerly anticipated new season, which kicks off Sunday?

Don?t bet on it.

?He certainly seemed happy at the end of the season,? Hamm told TODAY.com. ?What he went through, and to see him being happy, was refreshing. I think he earned that. But Don has a problem maintaining the status quo and doesn?t feel comfortable resting. I don?t know if he?s done soul searching. He had a lot to do last season and some work to do this season.?

In season four, Don went diving down to the bottom of the pool and emerged ready to change his life. And this year points to a theme of a career: Does your job define you? Can you find happiness outside of where you work? How adaptable can you be?

Of course, it's not all about Don at the offices of Sterling Cooper Draper Pryce.

?(Ken Cosgrove?s) sense of happiness might not be derived from his job,? Weiner pointed out at a recent PaleyFest panel. ?Ambition in the office is not his means to happiness. He?s healthy enough to know the job isn?t the key to happiness, and others in the office may not know that.?

Harry Crane?s star is rising with the importance of television advertising, and what he?s lost in weight he has gained in ego.?In short, Harry?s a bit of a jerk this season. Roger Sterling hasn?t lost his position or his income at Sterling Cooper Draper Pryce, but he has no clients after losing the Lucky Strike account at the end of season four.

John Slattery said his character, Roger, is keenly aware of Pete Campbell and Harry?s rising stars ? and his own descent after losing his sole account. Slattery?reiterated the theme of work defining you.

?Most of the season takes place in the workplace and how it determines your identity,? Slattery told TODAY.com. ?Roger says in the first episode, ?The only thing worse than not getting what you want is someone else getting it.? ?

And Roger still wants what Don has.

?Why would anyone stop being envious of Don?? Slattery said.

And while Don seems to be in a happy place at the beginning of the premiere episode, it doesn?t look as if that can possibly continue.

As Elisabeth Moss'?Peggy Olson says in the premiere, ?I don?t recognize that man, kind and patient.?

"Mad Men" returns with a two-hour season five premiere on Sunday at 9 p.m. on AMC.

Tornado Hits San Antonio as Severe Weather Rattles South and Midwest

Severe weather hammered the Midwest and South from Minnesota to Texas including a tornado that touched down in San Antonio, where at least 50 homes were damaged or destroyed.

Residents across this broad region were bracing for flooding Tuesday after the severe weather brought heavy rain and hail that is anticipated to continue for the next few days. With the storm system slowing significantly, tornadoes are becoming less likely but flash flooding becomes a major concern, forecasters said.

The slow-moving weather pattern will bring thunderstorms with heavy rain as it moves over the same area, according to the National Weather Service, which said that some locations will receive a foot of rain by midweek.

The NWS reported that the tornado touched down 25 miles southwest of San Antonio on Monday evening, and that parts of the city and surrounding areas were under a tornado warning. Although some were trapped inside their homes, no fatalities were reported by early Tuesday morning.

Tornado warnings across the San Antonio area were canceled around 11 p.m. Monday, according to ABC News affiliate KSAT. Crews began assessing damage to the area late Monday night.

The sheriff's office in Medina, Texas, reported multiple injuries, but do not have a count yet.

"Pretty much all" of the approximately 50 homes damaged were completely destroyed, a representative from the office said.

Interim Fire Marshal Craig Roberts reported heavily damaged homes and five injuries, and one reported missing, according to KSAT. He said none of the injuries were life-threatening.

Strong winds in the Dallas-Fort Worth area brought major power outages, while outages were reported in Oklahoma City and in Tulsa County. Heavy rains closed roads in Oklahoma, and roofs were reportedly blown off by high winds in Minnesota.

Eight inches of rain was expected in southeastern Kansas, according to The Associated Press.

"We're looking at maybe a week of rain in that part of the state," Kansas climatologist Mary Knapp said. "That would be a very, very nice start to our spring season."

Monday's severe weather follows an EF3 twister with winds up to 165 mph that struck North Platte, Neb., on Sunday.
