A combination of human error and equipment failure might have caused a series of explosions that engulfed a propane plant in flames in Tavares, Fla., late Monday, injuring eight people and forcing evacuations for a half-mile around the scene, authorities said.

The explosions began as a fire spread through the Blue Rhino plant,?near Orlando,?about 10:30 p.m. ET, Lake County sheriff's Lt. John Herrell told reporters early Tuesday.

Plant officials say all employees of the plant are accounted for. All of those injured were in the plant when the fire started.

Tavares Fire Chief?Richard Keith said Tuesday morning that sabotage is not expected. The fire marshal is on site to do a full investigation.?

Residents of the area told NBC station WESH of Orlando that flames from the explosions could be seen for several miles, but there were no reports of damage to the surrounding buildings. ?

"It sounds like bombs are going off," Norma Haygood, a nearby resident, told WESH.

No deaths were immediately reported, Herrell said. Three male victims were in critical condition, the Orlando Regional Medical Center, told NBC News.?

Two were airlifted; a third was transported by ambulance. ?

Authorities initially declared a one-mile evacuation zone around the plant, but they later scaled that back to a half-mile, effective until 6 a.m. ET.?

"We feel that there is no longer any danger" to the area around the plant, Herrell said.

Twenty-four or 26 people were scheduled to work the night shift at the 33,000-acre facility, according to plant managers, Herrell said. Authorities initially said 15 people were unaccounted for, but Herrell later said the company's management said that they had accounted for all of the people it knew were in the plant at the time of the initial explosion.

Some of them showed up at others location, according to Blue Rhino, Herrell said. He said he had no further information on where the others were.

The plant housed about 53,000 20-pound propane cylinders, Herrell said.

"They store the propane cylinders on different parts of the property, and as the fire spread, there were more and more explosions," he said.?

Explosions continued until 1 a.m. ET Tuesday, roughly 2? hours after the first blasts were reported.

Don Ingram, former plant production supervisor at the plant, said his son felt one of the explosions in their home 6 miles away.

Ingram told WESH that the back area of the plant is "lined with propane tanks stacked four or five high on plastic pallets."

"I don't think you fight this fire," he said. "It's just too dangerous."

Blue Rhino is a subsidiary of Ferrellgas Partners, the second-largest distributor of propane in the U.S.

Get Money for College Through ROTC Programs

With college costs on the rise, many students are looking to the military as an alternative path to a career after?high school. However, joining the military does not have to mean giving up a?college?education.

If you're looking for a way to serve your country while achieving your goal of earning a college degree, a Reserve Officers Training Corps program might be right for you.

ROTC programs allow students to earn a degree while receiving?financial support?from the military. After graduation, students begin service as an officer in the U.S. Army, Air Force, Navy or Marine Corps. Students take course work for a major, as well as courses related to the branch of the military in which they plan to serve. Each branch's program has its own requirements.

Not all colleges and universities offer an ROTC curriculum, but you can use the branches' websites, such as?GoArmy.com, to search for colleges that offer the program that interests you.

Whether you have just completed high school or are midway through your college career, there are?ROTC scholarship opportunities?available. These competitive?scholarships?are awarded on academic merit.

There are also financial support options, such as a stipend for living expenses, available for students who join an ROTC program but do not necessarily receive a scholarship.

The amount of financial support you receive will depend on the specific program you participate in. Some ROTC students receive full funding for tuition, books, housing and personal expenses for four years of college. These scholarships are quite competitive, and are based on academic performance, not financial need.

Students who do not receive a full scholarship from their ROTC program are still eligible to apply for outside scholarships to cover any remaining financial need, and some receive a living stipend from their program.

Students who participate in an ROTC program are expected to serve in the military after graduation. This can range from four to 10 years of service, depending on the branch of the military.

If you accept an ROTC scholarship and later decide the program isn't right for you, the military will allow you to keep any funding you received during your freshman year in college. You will have to forfeit any funding you received beyond your freshman year.

Students interested in joining the Marine Corps should apply through the?Navy ROTC?program. The U.S. Coast Guard does not offer a ROTC program, but students may be interested in joining the?Coast Guard Student Reserve.

Students in this program spend eight weeks in training during two summers and work two weekends a month during the school year in a paid position with the Coast Guard. After graduation, students begin reserve service.

Once you have decided to welcome the challenges and rewards of participating in an ROTC program, you can apply online by creating an account with the branch of the military that interests you.

Thursday night at the War Museum, in a debate hosted by the Macdonald-Laurier Institute and moderated by historian Jack Granatstein, former federal Liberal leader St?phane Dion and former Bloc and PQ member Daniel Turp debated the resolution: The Government of Quebec can decide unilaterally to secede from Canada. For Daniel Turp?s argument, click here.

Whether we are for or against Quebec?s secession, we have to admit that an attempt at unilateral secession ? one undertaken without negotiating a constitutional amendment ? would be doomed. It would be bad for everyone concerned. It would not lead to independence and it would be very disruptive for all.

And the reason for that is simple: a unilateral attempt to secede would have no legal foundation. It would contravene Canadian law and would have no legal standing in international law. In clarifying this point of law, the Supreme Court of Canada has done everyone a great service.

Except for colonial or subjugation situations, international law has no rule allowing a secessionist government to impose secession legally to those who do not want it.

Yet that is exactly what a secessionist government would need if it wanted to act unilaterally: a legal means of forcing everybody to accept a change of country ? including those who do not want to.

And there might be many of the latter: it is easily conceivable that faced with the inevitable turmoil that would be caused by a unilateral attempt to secede, millions of Quebecers would refuse to see their country taken away from them outside the rule of law. A secessionist government acting outside the law would have no way to compel obedience and would confront the entire society with dangers that are unacceptable in a democracy.

There is no mandatory rule, no peremptory norm in international law that would allow a secessionist government to bypass Canada?s laws. It would be unconstitutional for a Canadian provincial government to secede unilaterally and to usurp the responsibilities attributed by the Constitution to the federal level of government.

Outside the rule of law, the Parliament and government of Canada could not proceed with the breakup of Canada and put an end to their constitutional obligations toward almost a quarter of the country?s population. But such a breakup would require not only the consent but also the active involvement of the government of Canada, if only for practical reasons.

Ways would have to be found to transfer tens of thousands of public servants from federal departments and crown corporations to the Quebec public service, millions of tax returns, tons of laws and regulations. ? The breakup of a modern State like Canada could turn into an administrative nightmare. Such a huge operation could not happen without the assent and active participation of the government of Canada.

This level of participation by the government of Canada would not be secured through a unilateral declaration of independence. On the contrary: not only would unilateral secession be without legal foundation, it would also be a practical impossibility.

To these arguments, secessionist leaders answer that the issue will be resolved through international recognition. This scenario would have foreign states recognizing a Canadian province as an independent country against the will of the government of Canada.

This is an unrealistic scenario that belies the proven, extreme reluctance of states to recognize unilateral secessions, and their past and ongoing practices in that regard. In fact, no state created by unilateral secession has ever been admitted to the United Nations against the declared will of the government of a predecessor state.

An attempt at unilateral secession of Quebec from Canada would be an irresponsible act and would be perceived as such by the international community. Many are the states that fear the impact such an example might have on their own unity. They also worry about the destabilizing effect a series of secessions would have in a world with no less than 3,000 different human groups who claim distinct collective identities.

Far from making secession less onerous, attempting to achieve this objective unilaterally would put it out of reach. However, Quebec?s secession from Canada would be possible if it were done within the law, following the path outlined in the 1998 opinion of the Supreme Court of Canada and the Clarity Act which gives it effect. A separation agreement would have to be duly negotiated within the Canadian constitutional context, on the basis of a clear expression of the will of Quebecers to leave Canada in order to make Quebec an independent State.

The breakup of a modern state such as Canada would be a very difficult goal to attain ? and an unreachable one if pursued without clarity and outside the rule of law.

Premier League clubs warned over debt levels if they continue to spend

Barclays Premier League clubs have been warned they face an endless struggle with debt if they continue to spend more than they earn.

Simon Chadwick, Professor of Sport Business Strategy and Marketing at Coventry University, is concerned that many clubs are failing to learn their lessons as they prepare to invest the their share of the bumper new broadcasting deal in the summer transfer market.

Prof Chadwick's comments came after the publication of figures produced by the university's Centre for the International Business of Sport which show that in 2011, the 20 Premier League members spent a staggering 91 per cent of their aggregate revenue on salaries and amortisation, the spreading on transfer fees over the length of a contract.

In addition, several found themselves being funded entirely by borrowing and struggling to meet debt payments.

Prof Chadwick said: "Even now, there are still clubs which are effectively spending more than they making.

"With most clubs, the fact that their costs and particularly their borrowing costs are so significant compared to their revenues is a concern.

"In spite of Financial Fair Play, a lot of clubs are still sailing fairly close to the wind in terms of their finances.

"The transfer market seems to be reasonable at the moment, but I can imagine over the next month or so, it will become more buoyant because a lot of clubs are ready to spend because of the fact that they have got big money coming in from the new TV contract.

"We seem to be locked into this perpetual cycle: if the clubs have this money to spend, they will spend it.

"Even though financially they should be in a much more stable and safer position, in reality they are not because they seem to be locked into this perpetual cycle where what they have got, they spend on players and salaries.

"The financial concerns people have about football just seem to be ongoing."

The CIBS figures cover the years from 2007 to 2011 and show that while total revenue for top-flight clubs increased by 52 per cent from ?1.511billion to ?2.298billion, wages rose by 68 per cent.

Indeed during 2011, Premier League clubs spent ?2.088billion on salaries and amortisation, or 91 per cent of revenue.

The debt burden on clubs too has increased alarmingly over a 20-year period.

In 1991, the 22 clubs which comprised England's top division reported aggregate revenue of just over ?143million and a total pre-tax profit of ?52,000; in 2011, a total of just under ?2.3billion went into the coffers of the 20 clubs, but they recorded an aggregate pre-tax loss of ?355million.

The huge losses meant that Premier League clubs as a whole failed to cover aggregate interest payments on debts in any of the years in question.

Although average revenue per club increased from ?76million in 2007 to almost ?115million in 2011, but in the final year of the period, just six - Arsenal, Manchester United, Manchester City, Chelsea, Tottenham and Liverpool - were responsible for 57 per cent of the total with the average amongst them almost ?219million.

The figures for the Manchester clubs represented their drastically differing approaches with United spending almost ?153million in wages in 2011 from revenue of more than ?331million, while City's ?174million wage bill exceeded its ?153million revenue as they recorded a pre-tax loss of more than ?197million.

United, of course, have significant debts because of the manner in which they were taken over by the Glazer family, but they are one of the few clubs to be actively addressing the situation.

Prof Chadwick said: "One of the things about United is that throughout, they have actively sought to manage their debt and reduce the debt burden in order to reduce their interest payments.

"But other clubs are not necessarily learning from United. They are looking at short-term expenditure and not necessarily thinking about the longer-term burden.

"They are ultimately starting to because many clubs - and in some cases, it really is marginal - are just about covering managing to cover their interest payments.

"The active management of debt is something that football needs to learn. At the moment, many clubs don't seem to be learning that lesson."

The man who was dumped by the Ravens in part because of a propensity to stand out vocally has a new mission with his new team ? to unite the team.

As pointed out in the Thursday morning one-liners, Titans safety Bernard Pollard wants to see his team spend time together, on and off the field.

?It is something we did in Baltimore, and it?s something I?d like to see develop here,? Pollard said, via Jim Wyatt of the Tennessean.? ?If we?re going to be the team we say we want to be, if we want to be a successful close-knit team, if we want this to be a brotherhood, then we all have to be on one accord.

?Getting together and doing those extra things is going to allow us to know each other better personally, and it?s going to give us that feeling when we?re going out there to fight, we know who we are fighting for, we know who we are fighting with.? And that should make us better.?

Cornerback Jason McCourty already has noticed the difference.

?BP has definitely done more of that and he is continuing to bring that tradition here,? McCourty said, via Wyatt.? ?We have always done it, but sometimes it falls by the wayside. Guys have stuff going on in their personal life, so it?s hard sometimes. But BP has made it a point this offseason to say, ?Let?s go grab something to eat.?

?Stuff like that is important.? In order to be a great team and a great defense in general, it starts with your position group. . . .? Guys have to know each other, and for us to get to know each other, guys have to really get to know one another.? I think it will help us come together.?

Safety Michael Griffin agrees.

?It?s about building chemistry, being a team,? Griffin said.? ?We are going to be around each other for the next six months. When we are spending time with one another, it is going to build that trust, going to build that camaraderie, and it should help.?

AfB President: Africa Needs to Understand Global Production Patterns


The AfDB President underscored the many opportunities for value chains to be upgraded through intra-regional trade and noted that African policy-makers needed to invest in developing a better understanding of regional and global production patterns and how they could plug into them. He also introduces Africa50 Fund to WTO meeting Geneva.
At the invitation of the World Trade Organization, African Development Bank Group President Donald Kaberuka participated in the opening day of the 4th WTO Global Review of Aid for Trade (AfT) on July 8 in Geneva. The AfT review took place from July 8-10 under the theme ?Connecting to value chains?.

The global review is the pre-eminent forum for discussing trade and development issues and brought together numerous Ministers, Heads (or Deputy Heads) of International Organizations and private sector leaders to discuss how Aid for Trade can help firms in developing countries to develop productive capacity and connect to value chains.
In his keynote address, Kaberuka observed that over the last decade Africa had witnessed remarkable growth in trade and investments.

He noted, however, that despite growth, African firms continued to trade at the lowest rung of the global value chains ladder, exporting primary commodities while importing finished goods ? a situation that would not be sustainable in the long run.

The AfDB President underscored the many opportunities for value chains to be upgraded through intra-regional trade and noted that African policy-makers needed to invest in developing a better understanding of regional and global production patterns and how they could plug into them.

He emphasized that, to a great extent, one of the structural bottlenecks hindering the competitiveness of African firms was lack of infrastructure.

The meeting was informed that the African Development Bank was working on an innovative financing vehicle called the Africa50 Fund in order to leverage the Bank?s track record in infrastructure, Africa?s natural resources, internal savings, external support and capital markets to finance bankable, high-return, transformational regional infrastructure projects.

A joint report prepared by the Organisation for Economic Co-operation and Development (OECD) and the WTO titled ?Aid for Trade at Glance 2013? was also launched during the Aid for Trade event. The report highlights the fact that since the last review, AfT flows continued to grow while the outlook for funding remains mixed due to the impact of a continuation of debt pressures and sluggish growth on OECD donors.

In contrast, the report points to the swift recovery of South-South aid, investment and trade since the downturn. It stresses that structural changes in patterns of global trade were becoming increasingly apparent with some 60% of merchandise trade now being in intermediate products. The report concludes by recommending that developing countries and donors scale up their efforts to improve the effectiveness and results of Aid for Trade.

LAC-MEGANTIC, Quebec ? Blackened debris, twisted metal and gas leaks hampered rescue workers' search for perhaps dozens of bodies Tuesday, three days after a runaway oil train smashed into this small lakeside town and incinerated homes, a library and a crowded bar.

Thirteen people were confirmed dead and nearly 40 others were still missing in a catastrophe that raised questions about the safety of transporting oil by rail instead of pipeline.

Investigators were zeroing in on whether a blaze on the same train a few hours before the disaster set off the deadly chain of events.

Rescue workers labored to reach the bodies believed to be in the ruins.

"Those sectors are extremely complicated to investigate. There is debris. This is a very risky environment. We have to secure the safety of those working there. We have some hotspots on the scene. There is some gas," Quebec Provincial Police Sergeant Benoit Richard said.

He said recovery efforts had to be halted briefly Monday for health reasons, and some officers needed to be removed from the scene. He did not elaborate. The bodies that have been recovered were burned so badly they have yet to be identified.

The Montreal, Maine & Atlantic Railway train broke loose early Saturday, speeding downhill nearly seven miles (11 kilometers) and jumping the tracks at 63 mph (101 kph) in Lac-Megantic, near the Maine border, investigators said. All but one of the 73 cars were carrying oil. At least five exploded.

The blasts destroyed about 30 buildings, including the Musi-Cafe, a popular bar that was filled at the time, and forced about a third of the town's 6,000 residents from their homes. Much of the area where the bar stood was burned to the ground. Burned-out cars dotted the landscape.

The same train caught fire hours earlier in a nearby town, and the engine was shut down ? standard operating procedure dictated by the train's owners, Nantes Fire Chief Patrick Lambert said.

Edward Burkhardt, president and CEO of the railway's parent company, Rail World Inc., suggested that shutting off the locomotive to put out the fire might have disabled the brakes.

"An hour or so after the locomotive was shut down, the train rolled away," he told the Canadian Broadcasting Corp.

Lambert defended the fire department, saying that the blaze was extinguished within about 45 minutes and that's when firefighters' involvement ended.

"The people from MMA told us, `That's great ? the train is secure, there's no more fire, there's nothing anymore, there's no more danger,'" Lambert said. "We were given our leave, and we left."

Transportation Safety Board investigator Donald Ross said the locomotive's black box has been recovered.

"The extent to which (the fire) played into the sequences of events is a focal point of our investigation," Ross said, but he cautioned that the investigation was still in its early stages.

The accident has also thrown a spotlight on MMA's safety record.

Before the Lac-Megantic accident, the company had 34 derailments since 2003, five of them resulting in damage of more than $100,000, according to the U.S. Federal Railroad Administration.

Burkhardt, however, said the figures were misleading.

"They're not apples-to-apples figures. This is the only significant mainline derailment this company has had in the last 10 years. We've had, like most railroads, a number of smallish incidents, usually involving accidents in yard trackage and industry trackage," Burkhardt told CBC in TV interview.

Ross told The Associated Press that the tanker cars involved in the crash were the DOT-111 model. The DOT-111 is a staple of the American freight rail fleet whose flaws have been noted as far back as a 1991 safety study.

Among other things, experts say its steel shell is so thin that it is prone to puncture in an accident, potentially spilling cargo that can catch fire, explode or contaminate the environment.

The derailment also raised questions about the safety of Canada's growing practice of transporting oil by train, and is sure to bolster arguments in favor of a proposed oil pipeline running from Canada across the U.S. ? a project that Canadian officials badly want.

Nintendo has achieved another victory in its ongoing quest to rid the world of the R4 flashcart. The Tokyo District Court has ruled that two Japanese resellers of the homebrew/piracy-enabling device owe Nintendo (and 49 other companies, including Capcom, Konami, Square Enix and Namco Bandai) ?95,625,000, or roughly $946,113 at today's exchange rates.

Nintendo et al.'s victory also reinforces legislation passed into Japanese law in 2009, which makes it illegal to sell R4 carts in the country. Another blow to the R4 was dealt last year, when new law made importing the device into Japan illegal as well.

The Muslim Brotherhood claims new video shows the Egyptian military opening fire on a group of protesters outside the Cairo barracks where ousted president Mohammad Morsi is believed to be. Reports say at least 42 people were killed. NBC's Tracy Potts reports.

CAIRO -- At least?51 people were killed and 435 injured in clashes early Monday near the Republican Guard headquarters in the Egyptian capital, the Ministry of Health said.

Supporters of deposed President Mohammed Morsi had been holding a sit-in near the compound.

Reuters cited the Egyptian military as saying "a terrorist group" had tried to storm the building early Monday. A Ministry of Defense official said that 200 people were arrested after protesters attacked the site around 4 a.m. local time (10 p.m. ET on Sunday). Some were armed with guns, Molotov cocktails and knives, according to the official. One officer was killed and six troops wounded, the military said.?

However, Morsi's Muslim Brotherhood and its allies accused security forces of attacking protesters.?NBC News was not immediately able to reconcile the differing accounts.

Members of the Muslim Brotherhood have been protesting near the Republican Guard headquarters since Morsi was removed from office, amid speculation he may be under house arrest at the site.

Morsi was ousted by Egypt's military last week just one year into his four-year term in the wake of huge protests demanding that he quit. The Islamist was replaced by an interim leader?and new elections have been promised but no timeline has been announced.

At a news conference, Colonel Ahmad Mohammad Ali, a spokesman for the Egyptian military, blamed the protesters, saying they had attacked police who were ?securing the area.?

?They were on top of buildings?they either fired or threw things down,? the spokesman said, adding that there had been 42 soldiers injured, eight of whom were in a critical condition.

?They were firing live ammunition and the military had to defend itself,? the spokesman said.

A statement by the Brotherhood-linked Freedom and Justice Party said more than 53 had been killed and 1,000 injured.

"Early on Monday, supporters of the legitimate elected President Mohammed Morsi performing the dawn prayer outside the Republican Guard headquarters were massacred with heavy gunfire, live bullets, birdshot and tear gas," the party said in a statement on its website.

Witness Al-Shaimaa Younes, who was at the sit-in, told The Associated Press that troops and police forces opened fire on the protesters during early morning prayers.

"They opened fire with live ammunition and lobbed tear gas," she added. "There was panic and people started running. I saw people fall."

Abdul Baset Mohammed, 38, said he was part of the group praying near the Republican Guard headquarters where the shooting happened. ?

?The shooting was from the back,? Mohammed said, adding that those responsible were ?army snipers? shooting from rooftops. NBC News could not verify his account of the events.

?We pay for their food and their water from our money,? he said, referring to the Egyptian military. ?They should point their bullets at Israel, not at us. Our demonstrations are always peaceful.??

Days of massive protests and a military ultimatum forced the country's first democratically elected president from office.

Turkish Foreign Minister Ahmet Davutoglu also condemned Monday's incident as a "massacre," Reuters reported.

"I strongly condemn the massacre that took place in Egypt at morning prayer in the name of the fundamental human values which we have been advocating,'' Davutoglu said on Twitter.

British Foreign Minister William Hague issued a statement condemning "the violence that led to the deaths of over 40 people during demonstrations in Egypt overnight." He also called for the release of detained political leaders and journalists.

At least 35 people also died in violence on Friday and Saturday in violence that came two and a half years after autocratic ruler Hosni Mubarak was toppled in a 2011 uprising.

Ill. House votes to override changes to gun bill

SPRINGFIELD, Ill. (AP) ? Illinois was poised to become the last state in the nation to allow public possession of concealed guns as lawmakers rushed Tuesday to finalize a proposal ahead of a federal court's deadline.

Both chambers of the Legislature were convening to try to override changes Gov. Pat Quinn made to the bill they approved more than a month ago. Even some critics of the law argued it was better to approve something rather than risk the courts allowing virtually unregulated concealed weapons in Chicago, which has endured severe gun violence in recent months.

The Senate planned to take up the measure Tuesday afternoon after the House voted 77-31 to override the Democratic governor's amendatory veto. Quinn had used his veto authority to suggest changes such as prohibiting guns in restaurants that serve alcohol and limiting gun-toting citizens to one firearm at a time.

Quinn predicted a "showdown in Springfield" after a week of Chicago appearances to drum up support for the changes he made in the amendatory veto. The Chicago Democrat faces a tough re-election fight next year and has already drawn a primary challenge from former White House chief of state Bill Daley, who has criticized the governor's handling of the debate over guns and other issues.

Rep. Brandon Phelps, a Democrat from southern Illinois, predicted a history-making day in which lawmakers would dismiss Quinn's changes as politically motivated.

"He's trying to cater to, pander to Cook County," Phelps said, referring to the nation's second most-populous county, which encompasses Chicago. "And I don't blame him ... because that's where his votes are."

The law as approved by the Legislature permits anyone with a Firearm Owner's Identification card who has passed a background check and undergone gun-safety training of 16 hours ? longest of any state ? to obtain a concealed-carry permit for $150.

If approved, the Illinois State Police would have six months to set up a system to start accepting applications. Spokeswoman Monique Bond said police expect 300,000 applications in the first year.

The 7th U.S. Circuit Court of Appeals ruled in December that it's unconstitutional for Illinois to ban concealed carry. The court gave state officials until June 9 to rectify the shortfall, and later extended that by a month.

Opinions varied about what would have happened had a law not taken effect. Gun supporters said it would have meant with no law governing gun possession, any type of firearm could be carried anywhere, at any time. Those supporting stricter gun control said local communities would have been able to set up tough restrictions.

With the negotiated law, gun-rights advocates got the permissive law they wanted, instead of a New York-style plan that gives law enforcement authorities wide discretion over who gets permits. In exchange, Chicago Democrats repulsed by gun violence got a long list of places deemed off limits to guns, including schools, libraries, parks and mass transit buses and trains.

But one part of the compromise had to do with establishments that serve alcohol. The law will allow diners to carry weapons into restaurants and other establishments where liquor comprises no more than 50 percent of gross sales. One of the main provisions of Quinn's amendatory veto was to nix guns in businesses that serve any alcohol.

He also wants to limit citizens to carrying one gun at a time, a gun that is completely concealed, not "mostly concealed" as the initiative decrees. He prefers banning guns from private property unless an owner puts up a sign allowing guns ? the reverse of what's in the proposal ? and would give employers more power to prohibit guns at work.

Senate President John Cullerton, a Chicago Democrat, gave a nod to Quinn's wishes by putting before his caucus new legislation that incorporated the changes Quinn prefers. But Democrats had not said by early Tuesday whether they would vote on the bill. Phelps said he didn't know whether the House would consider it, although House Speaker Michael Madigan, D-Chicago, kept the chamber in session in case a new bill arrived from the Senate.

Senate Republican Leader Christine Radogno of Lemont said it's clear the issue would be addressed again in the future but the Senate should focus Tuesday on meeting the court deadline.

"For today, we should stick with the agreement that was in place," Radogno said. "It's important to follow through."

40 still missing in deadly Canada oil train crash

LAC-MEGANTIC, Quebec (AP) ? Hazardous conditions hindered firefighters? attempts Monday to search for some 40 people still missing after a runaway oil tanker train exploded over the weekend, killing at least five people, officials said.

Quebec provincial police Sgt. Benoit Richard said Monday morning there was no searching overnight because the situation remained too dangerous.

He said only a small part of the devastated scene has been searched as firefighters made sure all flames were out.

Many of those missing were believed to have been drinking at a popular downtown bar when the explosions occurred and rescuers were still not able to reach the area, Richard said.

??Hopefully we'll be able to open up more areas for searching during the day,?? he said.

Firefighters on Monday were focusing their efforts on two oil-filled cars dousing them with water and foam in an attempt to keep them from overheating and exploding.

All but one of the train?s 73 tanker cars were carrying oil when they somehow came loose early Saturday morning, sped downhill nearly seven miles (11 kilometers) into the town of Lac-Megantic, near the Maine border, and derailed, with at least five of the cars exploding.

About a third of the community of 6,000 was forced from of their homes by the explosion and flames.

The growing number of trains transporting crude oil in Canada and the United States had raised concerns of a major disaster, and this derailment was sure to add to the debate over a proposed oil pipeline running across the U.S. that Canada says it badly needs.

??This is an unbelievable disaster,?? said Canadian Prime Minister Stephen Harper, who toured the town Sunday and compared it to a war zone. ??This is an enormous area, 30 buildings just completely destroyed, for all intents and purposes incinerated. There isn?t a family that is not affected by this.??

Anne-Julie Huot, 27, said at least five friends and about 20 acquaintances remained unaccounted for.

??I have a friend who was smoking outside the bar when it happened, and she barely got away, so we can guess what happened to the people inside,?? Huot said. ??It?s like a nightmare.??

A coroner?s spokeswoman said it may not be possible to recover some of the bodies because of the intensity of the blasts. Spokeswoman Genevi?ve Guilbault said the bodies are so badly burned that identifying them could take a long time. She said none of the five bodies that have been found so far have been identified and two have been sent to Montreal for further analysis.?All of the autopsies will be conducted in Montreal because there is no laboratory in town.

For the second day in a row, she urged families of the missing to come forward with details that could help them identify the bodies, such as tattoos, dental records, or objects that would contain the DNA of the deceased.

The train?s oil was being transported from North Dakota?s Bakken oil region to a refinery in New Brunswick. Because of limited pipeline capacity in the Bakken region and in Canada, oil producers are increasingly using railroads to transport oil to refineries.

The Canadian Railway Association recently estimated that as many as 140,000 carloads of crude oil will be shipped on Canada?s tracks this year ? up from 500 carloads in 2009. The Quebec disaster is the fourth freight train accident in Canada under investigation involving crude oil shipments since the beginning of the year.

Harper has called railroad transit ??far more environmentally challenging?? while trying to persuade the Obama administration to approve the controversial Keystone XL oil pipeline from Canada to the Gulf Coast. Greenpeace Canada said Sunday that federal safety regulations haven?t kept up with the enormous growth in the shipment of oil by rail.

Officials with the Montreal, Maine & Atlantic Railway said that despite the disaster, they feel transporting oil by rail is safe.

??No matter what mode of transportation you are going to have incidents. That?s been proven. This is an unfortunate incident,?? said Joe McGonigle, Montreal, Maine & Atlantic Railway?s vice president of marketing.

McGonigle said there was no reason to suspect any criminal or terror-related activity.

Brosnan's 'desperate' efforts to save cancer-stricken daughter

Pierce Brosnan did everything he could to try to save his daughter's life.

The November Man star's adopted daughter Charlotte, 41, died after a three-year battle with ovarian cancer on June 28, and his good friend Lisa Paulsen says the actor, 60, always made sure she had access to the best care, latest clinical trials and treatments throughout her illness as he hoped he could help her get better.

Paulsen, who is the president of the Entertainment Industry Foundation, told People.com: "Pierce was willing to pick up the phone and call anyone, go anywhere, take her anywhere, do anything for her at anytime. He was desperate."

Brosnan adopted Charlotte and her brother Christopher, the children of his first wife Cassandra following the death of their father Dermot Harris in 1986.

He and Cassandra went on to have a son Sean in 1983 before her death from ovarian cancer in late 1991.

Paulsen also revealed that she believes despite losing his daughter and first wife to the disease, the Irish actor has done a lot for cancer research worldwide.

She said: "After Cassie passed away, Pierce became a fierce champion and ambassador to all things related to women's cancer research.

"I told Pierce, 'Despite the fact that Charlotte didn't end up benefiting from long-term new ovarian cancer therapies, so many things that you have done have led to so many discoveries.' He's a remarkable and loving father, and Charlotte was such a trooper."

Brosnan has been married to Keely Shaye Smith since 2001 and the couple have two children, Dylan, 16 and Paris, 12.

Hello Folks

Hi folks. I have been roleplaying for around fours years now and thought I should try this site. I normally stick to one on one roleplays as I find them far easier to handle and I am willing to play multiple characters so not having enough people to play the needed characters is never an issue.

I have done all different types of role play but my two favorite themes to roleplay about are lesbian romances and family drama or fluff. However I am trying to branch out a little into more fantasy and sci-fi elements of roleplay.

I see myself as a high casual to advanced level roleplayer as I can post around six paragraphs per post.In my posts I like to develop complex plots and charaters and try to make everything seem as realistic as posible. I am dyslexic so do have some issues with my spelling but with the help of a spell checker it is never really an issue unless I'm being lazy.

The only things I really don't like in roleplay is hetrosexual romances, being set in the past and if their is no relationship of any kind developed between characters. Apart from that I am willing to try most things.

When it comes to roleplays based on other stuff I don't do allot of these but I do love a good Harry Potter roleplay. On top of that I enjoy X men roleplays and some Batman ones, particularly ones where there is a romance between Harley and Ivy. Doctor Who has some potential for a good rp as I would love to dive into Vastra and Jenny's relationship or perhaps see how a relationship between River and another women would go. I don't mind basing roleplays off Twilight even though I think it is a terrible series it is a good base for a roleplay as we can change it as we see fit.

Outside of roleplay I love to draw, listen to music and read. I am a bit of a cat lady so cats will often feature in my roleplays.I am a college student so at the moment have allot of free time on my hands as it is summer so will be online allot.

So yeah anyway feel free to say hi and if you ever want to role play just ask.

Major fire after train carrying oil derails in Quebec town near Canada-US border

A Quebec town was evacuated and one person was reported dead after a train carrying petroleum products derailed and exploded in the early hours of Saturday morning. NBC's Michelle Franzen reports.

A driverless train carrying petroleum products derailed and exploded early Saturday in a Quebec town, setting off a massive blaze that killed at least one person and burned for hours as responders feared additional blasts.

Railroad officials said a crew parked the train outside of Lac-Megantic and wasn't aboard when several hours later it somehow began rolling down the tracks and derailed around 1 a.m. local time.

Four tanker cars exploded in a blast that set ablaze multiple buildings in the center of the lakeside town of 6,000 people close to the U.S. border.?Burning crude spilled into the storm sewers and rose up through street manholes, setting buildings on fire, the head of the rail company that ran the train told Reuters.

As of Saturday afternoon, one person had been confirmed dead, Sgt. Gregory Gomez del Prado of the Quebec Provincial Police told NBC News.

"When you see the center of your town almost destroyed, you'll understand that we're asking ourselves how we are going to get through this event," town Mayor Colette Roy-Laroche said at a news briefing, according to Reuters.


Fires were still burning at the center of the devastation, nearly 24 hours after the blast.?

"There are still wagons which we think are pressurized. We're not sure because we can't get close, so we're working on the assumption that all the cars were pressurized and could explode. That's why progress is slow and tough," local fire chief Denis Lauzon told Reuters.

Smoke rises from a devastated portion of Lac-Megantic, Quebec, hours after a train derailment caused explosions and a huge fire on Saturday.

Police officials said they believe at least 50 tanks caught fire. The train had 72 cars and five locomotives.

?It?s dreadful,? Lac-Megantic resident Claude Bedard told the CBC. ?It?s terrible. We?ve never seen anything like it. The Metro store, Dollarama, everything that was there is gone.?

Over 1,000 people have been evacuated from the center of town and are being housed in a nearby primary school, Del Prado said. It is unknown when these residents may be allowed back into the area.

The blast ruptured a water main, forcing the town to bring in tankers for drinking water, Reuters reported.

The Canadian Red Cross said it had set up an information center at a local high school, Polyvalente Montignac. Over 300 people has already reported to the facility, the Red Cross said.? The will be set up as a shelter at least through Saturday night, according to Red Cross director of communications Myrian Marotte.

?We will provide shelter, food, clothes if needed, and moral support,? Marotte said.

Industry Minister Christian Paradis, who handles Quebec affairs for the federal government, indicated the death toll was likely to rise, Reuters reported.

Montreal, Maine & Atlantic, which operates the rail line, said in a statement released Saturday evening that it had received reports of "a number of fatalities and injuries."

Police are working to locate any missing persons before investigating the cause of the derailment.

?There was a bar in the area open at the time of the accident. We know from the witnesses, that some of them were able to get out and escape the fire, others, they were with people that are still missing. We don?t know what happened to them,? Gomez del Prado said.

Edward Burkhardt, chairman of Montreal, Maine & Atlantic Railway, told Reuters that an engineer had parked the train outside town a few hours before the disaster.

"He claims he set the brakes on all five of the engines. He also claims he set the brakes on a sufficient number of cars on the train," Burkhardt told Reuters.

Montreal, Maine & Atlantic owns some 510 miles of track in Maine and Vermont in the United States and in Quebec and New Brunswick in Canada, according to Reuters.

The Transportation Safety Board of Canada said it sent four investigators to the scene.

?At this point what we want to do is gather information,? said Chris Krepski, a spokesman for the TSB. ?We will travel to the site to gather information, interview witnesses and talk to the operator, but we will have to wait until the area is safe and secure before we go in and examine wreckage.?

Prime Minister Stephen Harper tweeted that his "thoughts & prayers are with those impacted in Lac Megantic. Horrible news."

In the meantime, firemen from the surrounding area, including some from Franklin County, Maine, worked to put out the fires.

?All of the firefighters in the surrounding areas have come to help,? Gomez del Prado said. ?This blast, it?s a catastrophe for the town, a catastrophe for the people, and a catastrophe for the environment.?
